Waste Diversion
Build a Greener Future
Resources & Programs for a Sustainable Chaffee County
As part of GARNA’s mission to boost community sustainability, we are working alongside the Regional Sustainability Contractor in collaboration with various municipalities, businesses, and community member-led groups in order to implement suitable waste diversion programs and other sustainable projects countywide.

Recycling in Chaffee County is real!
It’s a common frustration—we’ve all heard the cynical rumors that our carefully sorted recycling just ends up in a landfill. However, when it comes to the work being done by us at GARNA, the reality is much more transparent and grounded in hard evidence.

Boots on the Ground Verification:
GARNA’s Sustainability Coordinator doesn’t just take a contractor’s word for it. She has personally conducted on-site facility tours at the regional Materials Recovery Facilities (MRFs) where our waste is processed.
By seeing the machinery and the sorting lines in action, she has verified:
- The Sorting Process: How optical sorters and manual teams separate plastics, aluminum, and paper.
- Market Viability: That the sorted “bales” of materials are being sold to actual manufacturers to be turned into new products.
- Contamination Management: How the facility handles non-recyclables to ensure the “good stuff” stays clean and valuable.
Why It’s Not a “Scam”
The “recycling is a scam” narrative often stems from global shifts in plastic markets, but local efforts are different. Here is why you can trust the process in our community:
- Verified Chain of Custody: We track where our materials go. If it wasn’t being recycled, the cost to “fake it” would actually be higher for the facilities than simply processing it correctly.
- Economic Value: Items like aluminum cans and clean cardboard have high market value. Throwing them away would be like throwing away raw materials for a profit-driven business.
- Resource Conservation: Every ton of glass or paper captured at these facilities directly reduces the need for virgin mining and logging.
“I’ve put my ‘boots on the ground’ and seen these facilities for myself. The sorting process is actually pretty impressive and being done on a much larger scale than I ever imagined. The recyclable material is being sorted into high-quality bales of material ready for reuse. If I didn’t see it with my own eyes, I wouldn’t ask you to do it.” — GARNA Sustainability Coordinator
How You Can Help:
The system only works if the “input” is high quality. To support the work being done at these facilities, remember:
- Empty, Clean, and Dry: Rinse out those containers and jars! Make sure items are 90% clean and if you can’t get it cleaned enough, toss it.
- When in Doubt, Throw it Out: “Wish-cycling” (putting non-recyclables in the bin hoping they’ll be recycled) actually hurts the process & creates more, unnecessary work.
- Don’t bag your recycling! Plastic bags cause equipment jams at the facility—keep your recyclables loose.

Waste Diversion
GARNA is a driving force in Chaffee County’s efforts to improve waste diversion, particularly for "hard-to-recycle" items that aren't accepted in standard curbside bins.
By bridging the gap between municipal services and residential needs, GARNA hosts and facilitates periodic events designed to keep hazardous or bulky waste out of the Chaffee County Landfill.
GARNA's focus is primarily on items that often "stump" residents—things that are too hazardous for the trash but not accepted by local haulers like Apex, Shamrock or Waste Management.
How to Stay Informed:
Because these events are "periodic" rather than permanent, residents should check the following resources for upcoming dates:
We are currently in the process of looking into hosting annual metal and hazardous waste collections within the county as well. Stay tuned!
To dispose of hard-to-recycle items outside of scheduled events, please refer to the Chaffee County Waste Diversion & Recycle Guide You'll find a comprehensive list of local businesses ready to help you divert waste from the landfill at anytime.
Extended Producer Responsibility
In June of 2022, Colorado's Governor signed a House Bill known as the Extended Producer Responsibility (EPR) law that requires producers of packaging and paper products to fund and implement a program for statewide recycling.
Under this law, it gives municipalities and waste haulers the opportunity to provide free recycling programs and pickups to residents. The bill cannot require participation, but instead, offers reimbursements to those that do apply for the free recycling program. The three waste haulers: Apex, Waste Management and Shamrock have full intention to apply for this program which should make recycle pickup free. A concrete date for such implementation has not yet been established but should come into play middle of 2026. As for the towns within Chaffee County, we are in conversation on how to implement a drop off program for those that do not have curbside service, in conjunction with the new MRF (material recovery facility) going in at the Chaffee County Landfill.*If you would like our Sustainability Coordinator to come talk to your group regarding EPR and how to "properly recycle." Feed Bag Totes
We love feeding our natural wildlife and our pets however, all of that equates to thousands of empty feed bags once the animals eat the food. All of which end up in the landfill as the feed bags are unable to be composted or be recycled in your typical curbside bin.
Not all hope is lost though! There are many projects online, demonstrating how to repurpose this non-decomposing, non-recyclable packaging. For instance, a group of local ladies have created repurposed totes and they even made an ATV Cover out of the feed bags! The leaders of this tote-making are willing to show others, but we challenge you: what repurpose ideas can you come up with?- Already sewn, repurposed totes are available in the lobby of TBK Bank in Buena Vista through a donation- 100% of the donations come to GARNA!

Compost
Did you know 30% of the "items" that end up in the landfills across our state is actually organic waste?!
Did you also know that methane traps 84x the amount of heat compared to CO2?!
Methane is a potent greenhouse gas produced when organic waste begins to break down due to lack of oxygen.
Lucky for us, we can divert our organic waste using Elements Mountain Compost. They offer services to residential and commercial with drop off or curbside options.
